本文件规定了审定与核查机构的能力、一致性和公正性的通用原则和要求。按照本文件运作的机构可作为第一方、第二方和第三方机构提供审定与核查。既可单独作为审定机构或核查机构，亦可两者兼具。本文件适用于所有行业领域的审定与核查机构，这些机构对宣称符合预期用途（审定）或宣称如实陈述（核查）提供相应的认定。同时，本文件规定其他合格评定活动（如检验、检测和认证）的结果不应作为审定与核查的对象。此外，作为其他合格评定活动过程步骤的确认与验证活动不适用于本文件。本文件通过与包含审定与核查过程和工作程序要求的特定领域方案相结合，可适用于所有领域。本文件可作为认可机构开展认可，同行评审组内开展同行评审，以及其他由国际或区域组织、政府部门、监管机构、方案所有者、行业组织、公司、客户或消费者对审定与核查机构进行的其他形式承认的依据文件。
