Scope

This document provides guidance on the organization and management of grassroots government openness work, information release, disclosure upon request, policy interpretation, response to concerns, service provision, public participation, platform construction, and supervision and protection. This document is applicable to administrative organs at the county level and below, outlying agencies established by administrative organs to perform administrative management functions in their own names, internal agencies, and organizations with the function of managing public affairs (hereinafter collectively referred to as "grassroots administrative organs") to specifically carry out government openness work. Residents' committees, villagers' committees, and other grassroots mass autonomous organizations may refer to and implement it accordingly.
