Scope

This document stipulates the basic requirements for motor vehicle drivers to operate safely and civilly when using motor vehicles, the requirements for their physical condition during driving, observation requirements, the requirements for the use of signal devices and safety devices, parking and avoidance requirements, driving requirements on highways, driving requirements in typical road conditions and environments, and requirements for handling traffic accidents.
