This document provides guidance and recommendations on the sharing conditions, participating institutions, basic processes, and risk management for the de-identified sharing (sharing and indirect collection) of data.
This document applies to data sharing activities between organizations (institutions), including data sharing, data cooperation, data exchange, and data transactions based on voluntary agreements between enterprises and institutions; data sharing between independent legal entities within the same group; and the conditional opening of data by governments or public institutions to social organizations. Data governance and self-assessment within organizations can be implemented with reference to this document.
