Scope
This regulation sets out the technical content such as the site selection, agronomic measures, process flow, and rational utilization and scientific management of artificial vegetation on severely degraded "black soil" grasslands. This regulation is applicable to the establishment of artificial vegetation on severely degraded "black soil" grasslands with an altitude between 3,500m and 4,200m and an annual average temperature below 0℃, and a slope of less than 20 degrees.
