HJ 862-2017 Discharge permit application and issuance technical specifications for pesticide manufacturing industry

Scope

This standard applies to guiding pollutant discharge units in the pesticide manufacturing industry in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information on the national pollution discharge permit management information platform. It also applies to guiding the issuing authorities in reviewing and determining the discharge permit requirements for pollutant discharge units in the pesticide manufacturing industry. This standard applies to the management of air and water pollutant discharge from pesticide manufacturing units, including the production of pesticide active ingredients, the production of pesticide intermediates primarily used in pesticide production, and the processing of pesticide formulations. For pesticide manufacturing units that implement GB 13223, the production facilities and emission outlets shall comply with the "Technical Specifications for Application and Issuance of Pollution Discharge Permits for the Thermal Power Industry". For production facilities and emission outlets that implement GB 13271, they shall refer to this standard. Once the "Technical Specifications for Application and Issuance of Pollution Discharge Permits for Boilers" are issued, they shall follow the provisions therein. For other pollution-emitting facilities and emission outlets of pesticide manufacturing units that discharge industrial wastewater and waste gas or toxic and hazardous air pollutants as stipulated by the state, but are not covered by this standard, they shall refer to the "General Provisions for Application and Issuance of Pollution Discharge Permits".
