Scope

This standard applies to guiding the application for, issuance, and supervision of pollution discharge permits in the tanning industry. It also applies to guiding tanning industry polluters in filling out the "Application Form for Pollution Discharge Permits" attached to the "Notice on Issuing Interim Regulations for Pollution Discharge Permit Management" (Environmental Protection Agency [2016] No. 186), and submitting relevant application information on the National Pollution Discharge Permit Management Information Platform. It also applies to guiding the issuing authorities in reviewing and determining the permit requirements for tanning industry polluters. This standard applies to the management of pollution discharge permits for water and air pollutants from tanning industry polluters. For tanning industry polluters that operate production facilities or emission outlets subject to the "Emission Standards for Air Pollutants from Thermal Power Plants" (GB 13223), they shall follow the "Technical Specifications for Application and Issuance of Pollution Discharge Permits in the Thermal Power Industry" attached to the "Notice on Carrying out Pollution Discharge Permit Management for High-altitude Sources in Thermal Power, Paper Making Industries, and Pilot Cities in the Beijing-Tianjin-Hebei Region" (Environmental Protection Agency [2016] No. 189). For production facilities and emission outlets subject to the "Emission Standards for Air Pollutants from Boilers" (GB 13271), they shall refer to this standard until the technical specifications for applying for and issuing pollution discharge permits for boilers are issued. For other polluting facilities and emission outlets in the tanning industry that discharge industrial wastewater and waste gas or nationally regulated toxic and hazardous air pollutants, they shall refer to the "General Technical Specifications for Application and Issuance of Pollution Discharge Permits".
