HJ 858.1-2017 Effluent permit application and issuance technical specifications for Pharmaceutical Industry - Manufacture of Active Pharmaceutical Ingredients (API)

Scope

This standard applies to guiding pharmaceutical industries — drug manufacturing units to fill out the "Application Form for Pollution Discharge Permit" and submit relevant application information through the National Pollution Discharge Permit Management Information Platform, and also to guiding issuing authorities to review and determine the discharge permit requirements for pharmaceutical industries — drug manufacturing units. This standard applies to the discharge permit management of air pollutants and water pollutants from drug manufacturing units (chemical drug manufacturing) that produce APIs needed for further processing of pharmaceutical preparations, produce pharmaceutical intermediates primarily used in drug production, and produce veterinary drugs. For pharmaceutical industries — drug manufacturing units that produce APIs in accordance with GB 13223, the production facilities and discharge outlets shall apply the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits for the Thermal Power Industry"; for production facilities and discharge outlets that produce APIs in accordance with GB 13271, they shall refer to this standard, and after the promulgation of the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits for Boilers", they shall follow the provisions therein. For other pollution-emitting facilities and discharge outlets of pharmaceutical industries — drug manufacturing units that discharge industrial wastewater and waste gas or toxic and harmful air pollutants as prescribed by the state, but are not covered by this standard, they shall refer to the "General Provisions of the Technical Specifications for the Application and Issuance of Pollution Discharge Permits".
