Scope

This standard applies to guiding steel industry polluters in filling out the "Application Form for Pollution Permit" and submitting relevant application information online, as well as guiding issuing authorities in reviewing and determining the permit requirements for steel industry polluters. This standard applies to the management of air and water pollutant discharge permits for steel industry polluters. This standard does not apply to the application and issuance of pollution permits for coking units, iron ore mining and processing units, ferroalloy units, and casting units. For steel industry polluters that implement the "Standards for Air Pollutant Emissions from Thermal Power Plants" (GB 13223), the "Technical Guidelines for the Application and Issuance of Pollution Permits in the Thermal Power Industry" shall apply; for production facilities or emission sources that implement the "Standards for Pollutant Emissions from the Coking Chemical Industry" (GB 16171), the "Technical Guidelines for the Application and Issuance of Pollution Permits in the Coking Chemical Industry" shall apply. Before the release of the "Technical Guidelines for the Application and Issuance of Pollution Permits for Boilers", hot water boilers and steam boilers with a capacity of 65 t/h or less shall refer to this standard for implementation. After its release, they shall follow the provisions of the new standard. For other polluting facilities and emission sources of steel industry polluters that discharge industrial wastewater or waste gas, or toxic and hazardous air pollutants as stipulated by the state, they shall refer to the "Technical Guidelines for the Application and Issuance of Pollution Permits - General Provisions" for implementation.
