Scope
This document stipulates the evaluation principles, evaluation indicators, evaluation methods, external evaluation procedures, evaluation result determination, and result application for the evaluation of the construction and operation performance of government informatization projects. This document is applicable to the evaluation of business system construction projects (including software development, data services, etc.) that have been in operation for more than three months in government informatization projects. This document is not applicable to the evaluation of projects such as pure hardware equipment procurement, line leasing, supervision services, and unified recruitment and contract signing.
