Scope

This document stipulates the requirements for the control of air pollutant emissions, monitoring, conformity assessment, and supervision and management of coal-fired sludge-combined power generation boilers.
This document applies to the management of air pollutant emissions from existing coal-fired sludge-combined power generation boilers within the administrative area of Shanghai, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, issuance of pollutant discharge permits, and air pollutant emission management of new, modified, and expanded coal-fired sludge-combined power generation boiler projects.
This document applies to coal-fired sludge-combined power generation boilers that burn sludge from urban wastewater treatment plants with a generating capacity of 600 MW or more.
