Scope
This document stipulates the emission control requirements, monitoring requirements, operational management, and implementation and supervision of standards for nitrogen oxides from municipal solid waste incineration. This document applies to the nitrogen oxide emission management of existing municipal solid waste incineration plants, as well as the environmental impact assessment, environmental protection facility design, completion acceptance, and nitrogen oxide emission management of newly built, reconstructed, and expanded municipal solid waste incineration plant construction projects. It also applies to the nitrogen oxide emissions from industrial kilns that add more than 30% of the total mass of input materials (furnace/kiln) to municipal solid waste, and from sludge produced by municipal wastewater treatment facilities and dedicated incinerators for general industrial solid waste.
