This document stipulates the preparation of water conservancy project design change reports in terms of preparation depth requirements, project overview, reasons and basis for design changes, items and contents of design changes, design of changed items, preliminary estimate of design changes, impact analysis of design changes, conclusions and recommendations, and preparation outline and attachment requirements. This document applies to the preparation of design change reports for new, modified (expanded), and reinforced water conservancy projects, including major design change projects and general design change projects that the project supervision departments deem necessary to organize for review and approval.
