Scope

This document sets out the general principles for simplifying import customs clearance procedures, and factors to be considered when implementing paperless customs clearance and related simplified customs clearance models, as well as other optional measures.
This document is applicable to relevant departments simplifying the customs clearance procedures for imported goods, and also applicable to guiding relevant enterprises in selecting suitable import customs clearance models in international trade.
This document is not applicable to the simplification of procedures for the transportation, warehousing, and cargo handling of imported goods and other logistics links.
