Scope

This standard specifies the basic construction requirements for provincial comprehensive emergency rescue bases, hazardous chemical emergency rescue bases, mine emergency rescue bases, and emergency rescue material reserve bases, including their planning layout, organizational staffing, infrastructure, technical equipment, material reserves, and training and drills. This standard applies to the new construction, renovation, or expansion of provincial-level emergency rescue bases for work safety. The construction of municipal and county-level emergency rescue bases for work safety may be implemented with reference to this standard.
