This standard specifies the basic requirements for the preparation of special emergency response plans for accidents involving pressurized special equipment (hereinafter referred to as "emergency response plans"). This standard applies to units that use, inspect, and test pressurized special equipment (hereinafter referred to as "units") in the preparation of emergency response plans for accidents involving pressurized special equipment. Units engaged in the production (including design, manufacturing, installation, modification, and repair) and operation of pressurized special equipment may refer to and implement this standard accordingly.
