Scope

This document specifies the energy consumption limits, technical requirements, statistical scope, and calculation methods for each unit product of coal-based olefins, coal-based natural gas, and coal-based oil. This document applies to the energy consumption calculation and assessment of enterprises producing olefins from coal (via methanol), natural gas from coal, oil from direct coal liquefaction, and oil from indirect coal liquefaction, as well as the energy consumption control of new or modified/expanded projects. This document does not apply to enterprises producing olefins from coke oven gas or multiple raw materials, nor to enterprises producing olefins from purchased methanol.
