Scope

The purpose of the IEC 61400-25 series of standards is to standardize the communication between equipment (such as wind turbines) in wind power farms and SCADA systems. Communication devices within wind power farms that do not comply with IEC 61850 and IEC 61400-25 are not covered by the IEC 61400-25 series of standards.
This document describes how to extend the IEC 61400-25 standard with the Substation Configuration Description Language (SCL) file format to describe the configuration of smart electronic devices (IEDs) related to communication, such as wind turbines, wind power farm controllers, wind measurement towers, etc. The aim of extending SCL to the wind power field is to simplify the integration of wind power farm equipment and its integration into the power system for customers. Using SCL allows the exchange of IED parameters, communication system configurations, switch station (functional) structures, and their relationships in a tool-based manner.
The purpose of this document is to enable the formal and efficient exchange of smart electronic device function descriptions and system descriptions of wind turbines and wind power farms in a compatible manner between smart electronic device engineering tools and system engineering tools from different manufacturers. This document also aims to provide reporting configurations and alerts from wind power farms, as well as HMI interface information. This information can be used to design upper-layer SCADA systems for wind power farms, connected distribution system operators (DSOs), or transmission system operators (TSOs), as well as for operators' maintenance and monitoring systems. Finally, SCL is intended to be used as a configuration document and topology document for delivered systems.
