This document stipulates the organizational guarantees for the review and filing of the legality of administrative normative documents, the materials for the legality review, the review items, the review methods and basis, the review procedures, the review opinions, and the filing review and file management. This document applies to the legality review and filing review of administrative normative documents formulated by the people's governments of Qingdao City and its districts (cities), town people's governments, sub-district offices, and organizations authorized by laws and regulations to perform public affairs management functions (hereinafter collectively referred to as "formulating entities").
