Scope
This document specifies the elements, arrangement format, data structure, and explanations of monitoring data for space objects, including spacecraft orbiting the Earth, launch vehicles, space debris, and other man-made space objects orbiting celestial bodies, as well as near-Earth asteroids orbiting the Sun.
This document applies to the generation, transmission, storage, and use of monitoring data for space objects, such as angle measurements, distance measurements, velocity measurements, and photometry, obtained by monitoring equipment such as ground-based optical telescopes, laser ranging telescopes, and radars.
