Scope

This standard provides methods for handling waste and cargo residues generated by ships during unloading, as well as onshore management. The provision, operation, and use of port reception facilities (PRFs) are intrinsically linked, and this standard addresses the design, operation, and management of PRFs. It is designed for existing PRFs in ports and terminals, aiming to improve their systems; it can also be used in new ports and terminals where PRFs are being developed.
Parties to the International Convention for the Prevention of Pollution from Ships (MARPOL) have a responsibility as port states to ensure that the port reception facilities (PRFs) provided in their ports and terminals adequately meet the requirements of ships and do not cause undue delays. Beyond the requirements for reception facilities, MARPOL does not restrict the management of ships unloading waste and cargo residues in ports and terminals, but ports and terminals may need to consider national, regional, and local regulations. When these regulations may exceed the scope of MARPOL, the International Maritime Organization (IMO) identifies the necessity of managing ships unloading waste and cargo residues in ports and terminals as part of sound environmental protection management measures to prevent, reduce, and eliminate pollution from ships.
This standard applies to the management of MARPOL-regulated waste and cargo residues received by ships in ports and terminals, including the development of a port waste management plan (PWMP), various rules and matters that should be considered during the implementation of the PWMP, and the operation of PRFs. Any operation of PRFs should be determined by the rules and procedures in the PWMP. PRF operating procedures should be closely integrated with the development of the PWMP.
