This document defines the terms and definitions for the resolution of metering disputes involving civil water meters, electricity meters, and gas meters (hereinafter referred to as "civil three meters"), and stipulates general requirements, dispute raising and investigation, dispute verification/calibration, dispute mediation, and metering error accounting. This document applies to the resolution of metering disputes involving "civil three meters" between users and public enterprise departments such as water supply, electricity supply, and gas supply (hereinafter referred to as "public enterprise departments"). Disputes related to water, electricity, and gas metering in industrial and commercial sectors can also refer to this document for guidance.
