Scope

This document establishes the general principles for the restoration of large-scale power outages in power systems, and stipulates the technical requirements for system restoration, safety verification requirements, and the basic requirements for the preparation of restoration plans.
This document is applicable to the restoration of large-scale power outages in power systems with voltages of 220 kV and above. Power systems with other voltage levels may refer to it for implementation.
