This document establishes the basic requirements for the preparation of land reserve plans, and stipulates the requirements for preliminary preparation, basic investigation, analysis and evaluation, plan preparation, solicitation of opinions, and approval and adjustment of land reserve plans. This document is applicable to the preparation of land reserve plans at the municipal and county (city, district) levels. The preparation of land reserve plans for industrial parks, key industries, and special fields may be implemented with reference to this document.
