Scope

This standard is applicable to guiding the application, issuance, and supervision of pollution discharge permits in the sugar industry. It is also applicable to guiding sugar industry polluters in filling out the "Application Form for Pollution Discharge Permits" attached to the "Notice on Issuing Interim Regulations for Pollution Discharge Permits" (Environmental Water Body [2016] No. 186), and submitting relevant application information on the National Pollution Discharge Permit Management Information Platform. It also applies to guiding the issuing authorities in reviewing and determining the pollution discharge permit requirements for sugar industry polluters. This standard applies to the management of air and water pollutant discharge from sugar industry polluters. Except for the use of bagasse in biomass fuel boilers and the production of granular meal in sugarcane processing, the comprehensive utilization of solid waste from the sugar industry, such as the production of ethanol and yeast from waste molasses, and the use of bagasse and filter sludge for fertilizer production, are not covered by this standard. For sugar industry polluters operating production facilities or emission sources subject to the "Emission Standards for Air Pollutants from Thermal Power Plants" (GB 13223), they shall apply the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits in the Thermal Power Industry" attached to the "Notice on Carrying out the Management of Pollution Discharge Permits for High-altitude Sources in the Thermal Power and Paper Industries and Pilot Cities in the Beijing-Tianjin-Hebei Region" (Environmental Water Body [2016] No. 189). For production facilities or emission sources subject to the "Emission Standards for Air Pollutants from Boilers" (GB 13271), they shall refer to this standard until the technical specifications for the application and issuance of pollution discharge permits for boilers are promulgated.
