Scope

This standard is applicable to guiding the wastewater discharge units in the coking chemical industry (mainly coal processing industries producing coke and semi-coke products, as well as coking branches of steel and other industrial enterprises) in filling out the "Application Form for Pollution Discharge Permit" (Annex 2 of the Environmental Protection Department [2016] No. 186) and submitting relevant application information online. It is also applicable to guiding the issuing authorities in reviewing and determining the discharge permit requirements. This standard applies to the management of air and water pollutant discharge permits from wastewater discharge units in the coking chemical industry. For production facilities and emission outlets that implement GB 16171, the "Technical Specifications for Application and Issuance of Pollution Discharge Permits in the Coking Chemical Industry" shall apply; for production facilities and emission outlets that implement GB 13223, the "Technical Specifications for Application and Issuance of Pollution Discharge Permits in the Thermal Power Industry" shall apply; before the release of the "Technical Specifications for Application and Issuance of Pollution Discharge Permits for Boilers", hot water boilers and steam boilers with a capacity of 65 t/h or less shall refer to this standard for implementation; after its release, they shall follow the provisions of the new standard. For other pollution-generating facilities and emission outlets of wastewater discharge units in the coking chemical industry that discharge industrial wastewater and waste gas or toxic and harmful air pollutants as stipulated by the state but are not covered by this standard, the "General Technical Specifications for Application and Issuance of Pollution Discharge Permits" shall apply.
