Scope

This standard is applicable to guiding cement industry pollutant discharge units in filling out the "Application Form for Pollution Discharge Permit" and submitting relevant application information online, as well as to guiding issuing authorities in reviewing and determining the permit requirements for cement industry pollutant discharge units. This standard applies to the management of air pollutants and water pollutants discharged by cement (clinker) manufacturing and independent grinding stations. For other pollution-emitting facilities and discharge outlets of cement industry pollutant discharge units that are not regulated by this standard but discharge industrial wastewater, waste gas, or toxic and harmful air pollutants stipulated by the state, the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits - General Provisions" shall be referred to for implementation.
