Scope

This document stipulates the evaluation principles, evaluation procedures, unit division, and reporting requirements for the assessment of urban emergency preparedness capabilities. This document is applicable to the assessment of emergency preparedness capabilities of cities at or above the county level in Sichuan Province for responding to natural disasters and accidental disasters (excluding environmental pollution and ecological damage incidents). The scope of the assessment includes the entire process of emergency preparedness, from the prevention of emergencies to the control or elimination of the threats and harm caused by emergencies.
