Scope

This standard stipulates the content and requirements for the project initiation, drafting, review, decision-making, promulgation, publicity and interpretation, explanation, filing, evaluation, cleanup, and safeguarding of local government regulations.
This standard applies to the formulation, amendment, repeal, and interpretation of provincial and municipal government regulations (hereinafter referred to as regulations). The drafting of local regulations proposed by provincial and municipal governments for review by the people's congresses and their standing committees at the corresponding levels may be implemented with reference to this standard.
