Scope

This document specifies the metadata method for describing the user needs of scientific and technological resources. By describing the method of identifying the user needs of scientific and technological resources, it enables the builders of scientific and technological resource platforms to provide a semantic standardized description of users' subjective needs for scientific and technological resources, and to achieve a matching and docking with the objectively existing scientific and technological resources, so as to better serve national scientific and technological innovation.
