Scope

This standard specifies the safety requirements and test methods for pen caps and end caps of import and export pen products.
This standard applies to pen caps or pen head end caps on writing and marking pens designed or explicitly intended for use by children under 14 years of age.
This standard does not apply to the following products or components:
a) Pens not designed or explicitly intended for use by children under 14 years of age, such as jewelry pens, high-end fountain pens, professional technical pens, etc.;
b) Pen caps and end caps for replacing pen cores;
c) Pen tip erasers and their protective covers.
