Scope

This document specifies the scope of safety risk assessment for industrial parks (concentrated areas), normative reference documents, terms and definitions, general requirements and assessment purposes, safety risk assessment procedures, safety risk assessment reports, and other basic requirements. This document applies to industrial parks (concentrated areas) mainly composed of industrial enterprises within the administrative area of Sichuan Province, including the assessment of safety risks for parks in the planning, construction, reconstruction, expansion, and completion stages. The safety risk assessment for chemical parks (concentrated areas) is not applicable to this document. Where laws, administrative regulations, or departmental rules stipulate otherwise, those provisions shall prevail.
