Abstract
This document establishes the evaluation principles for scientific and technological research projects in the fields of natural science and technology, the classification and evaluation focus of scientific research projects, the evaluation content and evaluation procedures, and describes the evaluation methods.
This document is applicable to basic research, applied research, and development research projects in the fields of natural science and technology, as well as scientific research projects with the above attributes. It is used by scientific research project management institutions, project undertaking units, evaluation agencies, and other related parties to carry out scientific research project evaluation activities.
