Abstract
This document stipulates the general requirements for the functions of the electronic archives management system, as well as the key business processes and general functional requirements for system management such as the reception, organization, preservation, utilization, appraisal, statistics, audit tracking, and system management of electronic archives, including the mandatory and optional functions that the electronic archives management system should possess, but it does not specify the platform and specific technical applications for implementing the system's functions.
This document is applicable to the design, development, implementation, use, and testing of electronic archives management systems in all types of archives at all levels in China. The construction of electronic archives management systems in state organs, enterprises, institutions, and other social organizations can be carried out in accordance with this document.
