Basic Information
Scope
1.0.1 In order to implement the laws and regulations of the state concerning energy conservation, ecological environment protection, and climate change response, to implement the decisions and deployments of carbon peaking and carbon neutrality, to improve the efficiency of energy and resource utilization, to promote the use of renewable energy, to reduce carbon emissions from buildings, to create a good indoor environment for buildings, and to meet the needs of high-quality economic and social development, these standards are formulated. 1.0.2 The design, construction, acceptance, and operation management of energy-saving and renewable energy application systems for new, expanded, and renovated buildings, as well as existing buildings' energy-saving renovation projects, must comply with these standards. 1.0.3 Building energy conservation should be based on ensuring the necessary indoor environmental parameters and functional requirements for living and production, and follow the principle of prioritizing passive energy-saving measures. Natural lighting and ventilation should be fully utilized to improve the thermal insulation and heat-proof performance of enclosure structures, increase the energy utilization efficiency of building equipment and systems, and reduce the energy consumption of buildings. Renewable energy should be fully utilized to reduce the consumption of fossil energy in buildings. 1.0.4 Whether the technical methods and measures adopted in the project construction comply with the requirements of these standards shall be determined by the relevant responsible entities. Among them, innovative technical methods and measures shall be demonstrated and meet the performance requirements specified in these standards.
