GB/Z 148-2025 Educational organizations—Educational organizations management systems—Requirements for bodies providing audit and certification

Scope

This document provides rules for the audit and certification of education organization management systems (EOMS), which must comply with ISO 21001 or meet the requirements of other standards. At the same time, this document also provides clients with information on how suppliers can obtain EOMS certification, aiming to enhance their trust in EOMS certification.
EOMS certification is a third-party conformity assessment activity (see GB/T 27000-2023, Section 4.5), and the institutions conducting this certification activity are third-party conformity assessment bodies.
Note 1: This document can be used for the accreditation or peer review of certification bodies wishing to obtain EOMS audit and certification qualifications. It can also be used by regulatory authorities and industry associations as rules for the accreditation of such certification bodies. At the same time, some requirements in this document can also be used by other parties involved in the conformity assessment of such certification bodies, as well as by institutions conducting conformity assessments of EOMS to determine whether it meets standards other than ISO 21001.
Note 2: According to ISO 21001, EOMS certification is a management system certification, not a product certification.
Note 3: ISO 21001 is an independent management system standard, not the application of ISO 9001 in the industry.
The concepts and requirements of this document can also provide support for the certification schemes of other education standards.
