Scope

This document stipulates the general principles of long-term preservation and off-site backup management of electronic archives, the preservation objects and long-term preservation requirements, the off-site backup strategy and implementation requirements, the backup and recovery management process, security control and audit, and operation and maintenance and inspection evaluation. This document is applicable to all organizations engaged in the long-term preservation management and off-site backup construction, operation, and continuous improvement activities of electronic archives. With the widespread application of information technology, electronic documents have become the main information carriers in various organizations' business activities and management processes. The number of electronic archives continues to increase, and their types are becoming increasingly diverse. Compared with traditional paper archives, electronic archives have significant differences in their formation methods, storage media, utilization methods, and preservation environments. The technical, management, and security risks facing their long-term preservation are more complex. During the long-term preservation of electronic archives, due to factors such as the rapid evolution of software and hardware environments, the aging of storage media, the obsolescence of file formats, system platform upgrades, and human operation errors, if there are no systematic management measures, it is easy to encounter problems such as data damage, unreadable content, loss of associated relationships, or weakening of evidentiary validity. At the same time, a single storage environment is difficult to effectively guarantee the continuous availability of electronic archives in the face of natural disasters, equipment failures, cyberattacks, and emergencies.
