1.0.1 In order to implement the national technical and economic policies in the design of water-coal slurry projects, promote the application of clean coal technology, and unify and standardize engineering construction standards, so as to achieve safety and reliability, advanced technology, economic rationality, and ensure quality and meet environmental protection and energy-saving requirements, these specifications are formulated. 1.0.2 The scope of application of these specifications is as follows: 1 New, reconstructed, and expanded projects for the production of fuel water-coal slurry or gasified water-coal slurry with a pulping scale of 0.25 million tons per year or more. 2 New, reconstructed, and expanded power generation and heating projects using water-coal slurry as fuel with a single boiler capacity of 35 tons per hour or more. 1.0.3 In addition to complying with the provisions of these specifications, the design of water-coal slurry projects shall also comply with the provisions of the relevant national standards currently in force.
