Scope

This standard applies to guiding the application, issuance, and supervision of pollution discharge permits in the textile dyeing and printing industry. It also applies to guiding textile dyeing and printing enterprises in filling out the "Application Form for Pollution Discharge Permits" attached to the "Notice on Issuing Interim Regulations for the Management of Pollution Discharge Permits" (Environmental Water Body [2016] No. 186), and submitting relevant application information on the National Pollution Discharge Permit Management Information Platform. It also applies to guiding the issuing authorities in reviewing and determining the requirements for pollution discharge permits in the textile dyeing and printing industry. This standard applies to the management of water and air pollutant discharge in the textile dyeing and printing industry, specifically including the following categories in the "Classification of National Economic Industries" (GB/T 4754): cotton textile and dyeing finishing 171, wool textile and dyeing finishing 172, hemp textile and dyeing finishing 173, silk textile and dyeing finishing 174, chemical fiber textile and dyeing finishing 175, and textile and apparel industry 18. For textile dyeing and printing enterprises that operate production facilities or emission sources subject to the "Emission Standards for Air Pollutants from Thermal Power Plants" (GB 13223), they shall apply the "Technical Specifications for the Application and Issuance of Pollution Discharge Permits in the Thermal Power Industry" attached to the "Notice on Carrying out the Management of Pollution Discharge Permits for Thermal Power, Paper Industry, and Pilot Cities in the Beijing-Tianjin-Hebei Region" (Environmental Water Body [2016] No. 189).
