Scope

Main technical content: In order to guide the promotion and application of Hazard and Operability Studies (HAZOP analysis) in the oil and chemical industries, ensure its healthy development, provide guidance for HAZOP analysis work, enable HAZOP analysis to play its due role in the safety production management of China's oil and chemical industries, and provide a basis for HAZOP analysis work in enterprises of the oil and chemical industries, these guidelines are formulated. The purpose of HAZOP analysis is to identify risks, prevent or reduce safety accidents, and help enterprises improve their safety management level. HAZOP analysis requires rigorous and systematic identification of potential safety issues, potential risks, and operability problems in the process system under foreseeable abnormal conditions, as well as whether the safety measures are adequate, and proposing improvement measures. The analysis results can not only be used to improve the design, but also serve as technical support documents for enterprise process safety management (e.g., equipment maintenance, emergency response plan preparation, management of safety-critical procedures, and safety barrier management). Qualified HAZOP analysis results can identify all important hazards and risks in the system and provide clear records, providing comprehensive, systematic, and accurate process safety information for enterprise process safety management. According to AQ/T-3049 "Guide for the Application of Hazard and Operability Studies (HAZOP Analysis)", the quality of HAZOP analysis can be reflected in the following aspects: a) Hazard identification: systematization, structuration, and accuracy; b) Risk assessment (grading): credibility and accuracy; c) Analysis worksheets: completeness, accuracy, readability, and reusability; d) Recommended measures: pertinence, effectiveness, and reliability; e) Analysis reports: completeness.
