Scope

This regulation applies to the development and utilization of resources in the unified dispatching, operation, and management power grid area, involving wind power, photovoltaic power generation, and existing, under-construction, or planned hydropower, thermal power, pumped storage, and other compensatory power sources. It also applies to the preparation of planning reports for multi-energy complementary power generation projects with complementary functions. For compensatory power sources that have not been planned, it is necessary to preliminarily determine the scale of new compensatory power sources based on the needs of multi-energy complementarity and resource development conditions, and to analyze and layout the power capacity allocation plan. New compensatory power sources should be subject to separate planning.
