Scope
This document sets forth the requirements for the design, installation, operation, and maintenance of safety instrumented systems (SIS) to ensure that the system enables the process to achieve or maintain a safe state. This document is an application standard of GB/T 20438 (all parts) in the process field.
This document:
a) Specifies the requirements for achieving functional safety, but does not specify the parties responsible for implementing these requirements (e.g., designers, suppliers, owners/operating companies, contractors). Responsibilities are assigned to different parties according to safety plans, project plans, and management, as well as national regulations.
b) Applies to the integration of equipment that meets the requirements of GB/T 20438.1~20438.3—2017 or the requirements of section 11.5 of this document into an overall system for process field applications, but does not apply to manufacturers of SIS who wish to declare that the equipment is suitable for process field applications (see GB/T 20438.2—2017 and GB/T 20438.3—2017).
c) Defines the relationship between IEC 61511 and IEC 61508 (see Figures 2 and 3).
d) Applies to the development of applications for systems with limited variability in languages, or the use of devices with fixed programming languages, but does not apply to the development of embedded software (system software) or manufacturers, SIS designers, integrators, and users who use fully variable languages (see GB/T 20438.3—2017).
e) Applies to multiple industries in the process field, such as chemical, oil and gas, papermaking, pharmaceuticals, food and beverage, and non-nuclear power generation.
Note 1: Some applications in the process field may also need to meet additional requirements.
