This document applies to the cross-border acquisition, inspection, supervision, and disposal of species resources in fields such as agriculture, forestry, animal husbandry, fisheries, education, scientific research, commerce, and traditional Chinese medicine.
This document does not apply to the cross-border acquisition of pathogenic microorganisms with high pathogenicity or suspected high pathogenicity.
