Scope

Article I: In order to standardize the procedures and methods of special equipment accident investigation and handling, and improve the scientificness and accuracy of accident investigation and handling, these guidelines are formulated in accordance with the "Regulations on the Safety Supervision of Special Equipment" and the "Regulations on the Reporting and Investigation and Handling of Special Equipment Accidents". Article II: These guidelines apply to the investigation and handling of special equipment accidents within the scope stipulated by the "Regulations on the Safety Supervision of Special Equipment" and the "Regulations on the Reporting and Investigation and Handling of Special Equipment Accidents". Article III: The State Administration for Quality Supervision and Inspection and Quarantine (hereinafter referred to as the "National Quality Supervision and Inspection Administration") and local quality and technical supervision departments shall carry out special equipment accident investigation and handling work in accordance with these guidelines. The special equipment accident investigation and handling agencies entrusted by them may undertake the specific work of accident investigation and handling.
