This document specifies the safety requirements for the design, manufacture, installation, use, and maintenance/inspection of non-traction-type construction hoists for both personnel and cargo. This document applies to power-driven, temporarily installed construction hoists (hereinafter referred to as "hoists") intended for use by personnel authorized to enter construction sites, which feature a cage serving all floor stations and have the following characteristics: - Can carry personnel or both personnel and cargo; - The cage has a guidance device; - The cage operates vertically or along a guide rail with a maximum angle of no more than 15° from the vertical; - The cage is suspended by a drum-driven steel rope or supported by a gear rack; - The guide rail frame is erected with or without the support of other independent structures. This document does not apply to: - Traction-type construction hoists (see JB/T 13031); - Cargo-only construction hoists (see GB/T 10054.1, GB/T 10054.2); - Elevators (see GB/T 7588.1, GB/T 7588.2, GB 21240, GB 25194, GB/T 25856, and EN 8143); - Work cages suspended by lifting machinery; - Work platforms carried by forklift forks; - Mobile lifting work platforms (see GB/T 25849) and guide-rail climbing work platforms (see GB/T 27547); - Lifting platforms (see EN 1570); - Simple lifts (see GB 28755); - Cable cars; - Lifts designed for military use; - Mine hoists; - Stage lifting equipment; - Lifts with hydraulic drive/braking systems and hydraulic safety devices; - Special-purpose lifts; - Construction hoists for both personnel and cargo produced before the effective date of this document. This document identifies the hazards present at all stages of the lifespan of such equipment and describes methods to eliminate or reduce these hazards when used as intended by the manufacturer (see Chapter 4).
