This part of GB/T 16649 specifies inter-industry commands for card management and document management. These commands cover the entire lifespan of the card, so some commands are used before the card is issued to the cardholder, and some commands are still used after the card is terminated.
This part does not cover the internal implementation within the card and/or the external environment.
