Abstract
This document stipulates the requirements for the construction of industrial development zones in Shanghai City (hereinafter referred to as the "development zones") in terms of industrial orientation, planning layout, land use, regional functions, infrastructure construction, environmental protection, public services, smart construction, and transformation and upgrading.
This document applies to the construction of industrial development zones with geographical boundaries within the administrative area of Shanghai City. The centralized industrial land within the administrative area of Shanghai City may also refer to this document for reference.
