1.1 This standard specifies the basic safety-related requirements for public pipelines (gas pipelines and heat pipelines), including materials, design and calculation, fabrication and installation, inspection and testing, safe operation and maintenance.
1.2 This standard applies to the following urban gas pipelines and urban heat pipelines:
a) Gas pipelines: Public gas pipelines and their ancillary facilities between gas stations, storage and distribution stations, various gas source plants, etc., and between these stations and users. Ancillary facilities include line valve stations, pressure regulating stations (including pressure regulating boxes), condensate tanks, etc. (see Figure 1).
b) Heat pipelines: Steam and hot water pipelines and their ancillary facilities laid within urban areas from the outlet boundary of heat sources to the inlet boundary of heat users (civil or industrial), as shown in Figure 2. Where the design pressure of the steam medium is less than or equal to 2.5 MPa, and the design temperature is less than or equal to 350 °C; the design pressure of the hot water medium is less than or equal to 2.5 MPa, and the design temperature is less than or equal to 200 °C.
1.3 This standard does not apply to the following gas and heat pipelines:
a) Gas pipelines within plants (except pressure regulating stations) in the gas system and heat pipelines within plants (except heat stations and heat distribution stations) in the heat system;
b) Internal gas and heat pipelines of industrial users (divided by the factory boundary);
c) Internal gas pipelines (divided by the user intake pipe valves) and heat pipelines (divided by the heat inlet) of commercial and residential users;
d) Internal pipelines of gas and heat equipment.
