This document stipulates the safety management organizations and personnel configuration of power station boiler users in Shanghai (including combined heat and power, waste heat power generation, and waste incineration for power generation, etc.) (hereinafter referred to as "users"), as well as requirements for operational safety, energy conservation, and environmental protection management, regular inspections, accident reporting and investigation, emergency response plans and drills, and basic requirements such as usage registration and changes. This document applies to the safety, energy conservation, and environmental protection management of users' boilers and their internal pipelines (hereinafter referred to as "boilers"), and can be used by the special equipment safety supervision and management departments in Shanghai for safety supervision, energy conservation inspections, and environmental protection inspections of users.
