This document stipulates the basic requirements for the registration of insured individuals in the basic old-age insurance for urban and rural residents, the modification of insured information, the connection of insurance premium collection, personal account rights and interests, benefit payment, the confirmation of eligibility for receiving benefits, the transfer of insurance relationships, the termination of insurance relationships, publicity and consultation acceptance, as well as service supervision, evaluation and improvement.
This document is applicable to the service provision of social insurance agencies at all levels (hereinafter referred to as "social insurance agencies") responsible for handling the basic old-age insurance for urban and rural residents, township (district) labor and social security offices (hereinafter referred to as "offices"), and assisting staff of administrative villages (communities) (hereinafter referred to as "assisting staff").
